LANDING ZONE

Public Sector Pension Plan Cloud Transformation

Executive Summary

A leading public sector pension plan in British Columbia was on the brink of postponing its cloud adoption journey for another five years. Despite completing a high-level assessment with a global systems integrator (GSI), the challenges of migration and operational complexity made a return to their on-premises data center seem inevitable. That’s when Deop stepped in. In just four weeks, we built a production-ready Azure landing zone and launched a multi-year modernization program. Through hands-on collaboration, training, and automation, this public agency transitioned from legacy infrastructure to a fully cloud-native strategy—reducing infrastructure costs by over 50% and setting the foundation for long-term agility, innovation, and service excellence.

The Challenge

The organization operated out of a high-cost, aging government data center. Though motivated to embrace cloud technology, their previous assessment concluded the transition was too complex and risky to tackle immediately. With pressure to reduce costs, improve agility, and enable self-service environments, they lacked a clear migration blueprint and internal readiness to execute such a transformation. The stakes were high: without the right partner, they would lock themselves into another five years of data center dependency.

The Solution

Deop delivered a strategic, hands-on approach that combined cloud strategy, architecture, automation, and enablement. Our cloud architects designed and implemented an Azure landing zone in under a month, fully automated and aligned with Microsoft’s Cloud Adoption Framework. We embedded ourselves with the client team, conducting pair programming sessions, workshops, and continuous enablement to empower them with real-world skills.

Cloud Architecture & Landing Zone: Secure, scalable Azure environment built using Terraform and aligned to best practices.

DevOps-Ready Foundations: GitHub Enterprise and GitHub Actions enabled fully automated deployments.

Application Modernization Strategy: Migrating legacy workloads to Azure Kubernetes Service (AKS), Azure SQL, and App Gateway.

Network & Connectivity: ExpressRoute, vWAN, vHub, Azure VPN, and OCI integrations to ensure seamless hybrid connectivity.

Self-Service & Automation: Designed service-now integrated workflows and infrastructure-as-code (IaC) templates enabling internal teams to operate independently.

Managed Cloud Operations: Ongoing support, cost optimization, and operations governance to ensure a smooth transition and scalable future growth.

Implementation Details

Within the first four weeks, we deployed a secure Azure landing zone and kicked off the broader transformation journey. Over the course of the two-year program, workloads are continuously modernized and migrated. RedHat workloads, Azure Stack HCI integration, and legacy applications are strategically assessed and refactored as needed. The program is fully automation-driven, with self-service capabilities and DevOps practices embedded across environments. Knowledge transfer was prioritized—through daily collaboration, shared tooling, and joint delivery, the client’s internal teams gained deep practical experience.
